With reference so paragraphs 2 and

3 of Your Lordship's Despatch No. 80 of the 22nd. of last

March, I have the honour to point out that, in view of

Lord Ripon's Despatch No. 152 of the 25th. September, 1893,

Exchange Compensation was originally granted as a non-

-pensionable allowance and that up to the present time it

has continued to be non-pensionable. Fence it has not been

included in salary for the purposes of calculating contri-

-butions to the Widows'and Orphans' Pension Fund.

C. P. Lucas in Despatch No.170

of the 27th. August, 1897, signed by him for the Secretary

of State intimated that a resolution might be proposed in

the Hongkong Legislative Council to the effect that "the

pensions payable to Widows and Orphans, resident in a
